the Queensland government as it tries to push past criticism of its handling of January's
floods.
As Premier ANNA BLIGH told parliament how she'll begin implementing the flood inquiry's
recommendations, she had to field opposition criticism, including calls for Water Minister
Stephen Robertson's sacking.
Ms BLIGH attacked Mr NEWMAN'S claims he would have lowered Wivenhoe Dam's levels before
the wet season had he been premier.
Treasurer ANDREW FRASER joined in, lampooning the LNP leader, who he labelled "Captain
Hindsight".

The relatives of a woman who has been missing for 11 days after she was beaten with a baseball bat and driven away in her own car are still desperately searching for her across Dubai.Kerry Winter, 35, has not been seen or heard of since she was brutally attacked outside her rented villa in Al Barsha on August 20.Witnesses say she was struck over the head with the bat and was bleeding before being forced into a vehicle and driven off.
Despite police confirming they have a man in custody in connection with her disappearance, there has been no trace since of the missing South African, who has been working in Dubai for the past seven years as an events manager.A British national is under arrest and being interrogated by officers over her disappearance.Kerry's son-in-law David Giles, who arrived in the UAE last week from Johannesburg to help search for her, told 7DAYS: "Kerry is still missing and we are still searching for her. "We know she was assaulted outside her home and suffered severe head injuries. The suspect drove off with Kerry in her own car, a dark silver Ford Explorer with Dubai registration 86914. "Although police have a man in custody there is no information concerning Kerry's whereabouts. We're still hopeful of finding her and are appealing for anyone with any information whatsoever to let us know so we can help locate her."David added: "We have spoken to her friends and searched for her car in the city's malls. People have looked on golf courses and canals while we have also appealed online for news. We have also set up a 'Help Us Find Kerry' group on Facebook."Scores of messages of support have been left on the site praying for Kerry and her family, while her brother Kurt has praised the expat community for offering their help and advice.
"It's been an incredibly frustrating time for us not knowing where she is and what has happened. We would urge anyone who knows anything to please let us know where she is. We cannot thank everyone enough for their help. Strangers have been brilliant to us. But please help us find Kerry," Kurt said.

CANBERRA, April 7 AAP - Opposition treasury spokesman Joe Hockey has reignited debate
on taxing trusts like companies, but backtracked on his call for a change of policy.
Mr Hockey said in a speech in Melbourne on Wednesday night the tax system was more
complex than ever, including "corporate tax of 30 per cent and trusts which pay no tax
in their own right".
The Liberal frontbencher told the tax conference the difference in tax rates according
to the type of legal entity "seems to have no basis in logic".
"Standardisation would also involve taxing trusts in their own right and at the same
rate as companies ... That is likely to be contentious but is worthy of serious consideration,"
Mr Hockey said.
But it is understood a number of coalition figures, who back the current system, have
voiced concerns about the comments.
Assistant Treasurer Bill Shorten on Thursday seized on Mr Hockey's comments as evidence
the coalition wanted to tax family and other trusts.
In the wake of the criticism, Mr Hockey told AAP that although the coalition remained
committed to "lower, simpler and fairer taxes", there would be no policy change on trusts.
"The coalition has no plan to alter the tax treatment of trusts," Mr Hockey said.
"We remain committed to a constructive debate about lower, simpler and fairer taxes."
Former treasurer Peter Costello tried to change the tax arrangements surrounding trusts
in 2002 but failed after a campaign by the Nationals and some Liberals.
The 1999 Ralph review found tax avoidance through trusts was worth $700 million a year
- the equivalent of $2 billion in today's money.
Mr Shorten said there would have been "apoplexy" among the Nationals after Mr Hockey's speech.
"It should not be lost on the 660,000 Australians who use trusts that the shadow treasurer's
comments were in his prepared and published speech to the Chartered Accountants conference,"
Mr Shorten said.
Mr Shorten said the federal government believed trusts were "legitimate tax arrangements".
But Mr Hockey found a backer in the Australian Council of Social Service.
"It is not fair that the tax rate an individual pays is determined by whether their
income comes from a private trust, a company, or they earn it directly," said ACOSS chief
Dr Cassandra Goldie.
"Also, we know that trusts are one of numerous tax shelters and loopholes that enable
well-off people to avoid paying tax at the appropriate marginal rate."
Meanwhile, a meeting of state and territory treasurers with their federal counterpart
Wayne Swan in Canberra discussed the GST review, the tax forum in October and competition
and regulatory reform.

MELBOURNE, Dec 17 AAP - A police sergeant involved in the fatal shooting of Tyler Cassidy
says he is haunted by the tragedy every day and doesn't know how he will explain it to
his children.
An emotional Sergeant Colin Dods told the Victorian Coroners Court inquest on Friday
that Tyler's death had affected not only on the teenager's family but the police officers
involved.
The 15-year-old had armed himself with two large knives and confronted police before
he was shot dead on December 11, 2008.
Under cross-examination from Chris Dane QC, who asked Sgt Dods if he had anything to
say to Tyler's family, the officer replied: "I think the whole incident is a tragedy.
"I think it's a tragedy that a grieving widow is now a grieving mum.
"I think it's a tragedy that Tyler didn't have the tools, if you will, to be able to
cope with the situation he found himself in.
"But as a corollary to that I also think it's a tragedy that me and my colleagues have
to live with this.
"One day my girl's going to ask me if I've used a gun, and I don't know how I'm going to answer."
Sgt Dods said he was unable to speculate on whether any of the six shots he fired was
the fatal bullet that killed Tyler.
He told the inquiry he did everything he could, including spraying capsicum foam, firing
warnings shots and aiming at Tyler's legs, before resorting to lethal fire.
"There may come a day when I receive some discipline for it, but I take some moral
comfort from what I did," he told the inquest on Friday.
Tyler had been waving the knives and threatening to kill the police officers while
suggesting they should shoot him during the standoff at Northcote's All Nations Park,
the inquest has heard.
Sgt Dods said after two years he was at a loss as to what he could have done differently.
"I go over it every day," he said.
Earlier, the inquest heard Tyler appeared "calculated, impassive and cold" when he
confronted police at the skate park.
Sgt Dods said after taking a phone call during the standoff Tyler hung up on the caller
and raised his knives towards police.
"He had a real stare to him," Sgt Dods told the inquest.
"He really seemed to have made up his mind to carry out whatever it is he wanted to do.
"It was just a calculated, impassive and cold (expression on his face)."
The inquest before State Coroner Judge Jennifer Coate continues.

PERTH, Aug 10 AAP - A Perth grandmother who has become the oldest woman to swim the
English Channel says thinking of the special people in her life kept her going during
the crossing.
Sue Oldham completed the swim from Dover to the French coast on Monday morning (Australian
time) in 17 hours and 31 minutes.
The 64-year-old, from Carine in Perth's north, first claimed the record in 2006 in
a swim of 16 hours and three minutes.
"While a huge personal achievement, I did it for all who inspire me, like my son Michael
and my five fabulous grandchildren," she said in a statement after her swim.
"In fact every hour of the swim I thought about someone special in my life, and that
would motivate me to continue - that's what took me to the end."
Speaking from the United Kingdom on Tuesday morning (Australian time) Mrs Oldham told
ABC Radio in Perth she loved swimming in the ocean.
"When you start something you have to finish it don't you, no point in getting out
when it gets a bit tough."
The English Channel was regarded as the most difficult open water swim in the world,
Mrs Oldham said.
"You just don't know what you're going to get because you've got currents and tides
that could take you anywhere."
The endurance swimmer said she struggled for five to six hours to get her stroke right
and her throat began causing her discomfort along with a blocked nose and a sore right
shoulder.
"But I would never stop, I would never give up, ever."
Mrs Oldham's Perth trainer Pauline Pratt and fellow Perth endurance swimmer Selwyn
Jellie were on the support boat encouraging her.
She was covered in grease and vaseline for the swim and was passed food and energy
drinks on the end of a pole because once in the water she could not touch the boat or
be touched by anyone until the finish.
Mrs Oldham said that after the swim she thought she would "hang up my bathers and goggles
and retire gracefully".
But she said that after a glass of champagne to celebrate she thought she might still
give the channel another go.
The record breaker said she probably swam 50km on her 2006 swim but the distance had
yet to be worked out for her latest crossing.
A month before her 2006 solo swim, Mrs Oldham swam as the only female member of a relay
team that still holds the world record for the oldest relay team to make the channel crossing.
For her latest crossing, she trained at Churchlands Senior High School swimming pool
in Perth, swimming morning and evening for about five hours to fit around her part-time
job.

The Australian Greens want those earning a million dollars or more each year to pay more tax.
Greens leader BOB BROWN has written to KEVIN RUDD seeking an increase in the top marginal
tax rate from 45 per cent to 50 per cent .. a proposal he says was originally costed by
the Australia Institute think tank.
Senator BROWN says the increase would raise an estimated 450 million dollars a year
.. but only affect a small number of taxpayers.

CANBERRA, April 9 AAP - Defence Minister Joel Fitzgibbon says he is taking action to
remedy the navy's serious shortfall of submariners left by the previous government.
Mr Fitzgibbon said he commissioned the report released Wednesday which details why
the navy can't recruit enough submarine personnel and loses too many of those it trains.
He said the government would take on board all the report's recommendations.
"It is very disappointing, again something I inherited from the former government,
something I acted upon immediately on coming to government in a number of ways," he told
ABC Radio.
"I will continue to work on it," he said.
"More specifically (Defence Personnel Minister) Warren Snowden will continue to work
on it. He has the time to properly focus on these issues. This is his brief and I have
full confidence in his ability to see this thing through and improve the situation."
Mr Fitzgibbon said he had explicitly told navy chief Vice Admiral Russ Crane that his
main job was to address the serious personnel shortages and their implications for naval
capability.
The navy report revealed submariners suffered an arduous schedule, working long, exhausting
shifts on extended sea deployments.
Only three of the navy's six Collins submarines can be fully crewed because of a shortage
of experienced submariners.
The navy has launched an intensive campaign to improve working conditions and improve
recruitment and retention.

Demand for cars and new homes has slumped massively .. and even the lure of foreign
goods appears to have dried up.
New economic data yesterday suggests households may need another prod next year.
Still .. there's some good news .. with coal exporters recording a 20 per cent increase
in demand in October.
That helped to produce a record trade surplus of nearly three billion dollars in the
month .. while imports were flat.

SYDNEY, Aug 1 AAP - A NSW hotel owner has been fined $22,000 for underpaying 14 staff
over two years.
The Federal Magistrates Court heard the owner of the Bucketts Way Hotel in Gloucester,
in NSW's Hunter region, not only underpaid workers but also paid little heed to an earlier
warning.
Owner and sole director Murray Clarke shortchanged the 14 workers a total of $12,000
from mid-2004 until mid-2006, the court heard.
In a judgment handed down yesterday, Federal Magistrate Shenagh Barnes described the
underpayments as "a product of negligent disregard" by Mr Clarke.
The problem also "took some time to correct", she said.
The court heard the underpayments continued even after Mr Clarke was informed of the
correct rates of pay, outlined in the Motels Accommodation and Resorts Award.
The outstanding money was eventually paid to the workers, but the magistrate said a
fine was still warranted.
"This is not a case in which it can be said that no harm has been done, as the employees
were without the benefit of the correct wages for a significant period of time," she said.
"The need for such general deterrence is especially high in industries that employ
low-paid labour."
Mr Clarke has six months to pay the fine.

SYDNEY, Dec 29 AAP - A team of four rowers will spend one more night at sea before
entering Sydney Harbour at sunrise tomorrow to complete the first trans-Tasman row.
Steven Gates, Andrew Johnson, Kerry Tozer and surfboat champion Sally Macready set
out on November 29 from Hokianga Harbour, north of Auckland.
When 80 km off the coast earlier today they were expected some time before midnight
tonight but a three knot current has hampered their efforts.
Spokesman for the team, Steve Barrett, said they are in good spirits and form as they
complete this final stretch toward Sydney.
"They have made good time but they are now expected to come in some time just before
sunrise," he told AAP.
"They have been applying the pressure and have been really spurned on by the television
helicopters today but they are probably not going to make in until 4am," he said.
Mr Barrett said the rowers will arrive at Watson's Bay in Sydney's east in darkness
and when the sun rises make the trip across to Neutral Bay, to begin the Australian Customs
process.
"They have literary come from overseas and international protocols like customs and
immigration have to be followed," he said.
After a short break the rowers will row into the wharf at the Hay Street Customs centre
before being officially allowed to enter Australia, he said.
Prior to this minor delay easterly winds favoured the foursome, who reached their halfway
mark in just 15 days.
The parents of the rowers fronted reporters today along with Mr Gates' partner Allison
Stanfield and his daughters Sarah and Georgia Gates.
Ms Stanfield said Mr Gates sounded very tired and was anxious to get home when she
spoke to him this morning.
"They've been out to sea for over four weeks now so we're very keen to have them home,"
Ms Stanfield said.
"Obviously it's a bit worrying having them out on the high seas for that long."
Bound in the opposite direction, Sydneysiders James Castrission, 25, and Justin Jones,
24, continue towards Auckland in rough conditions on their own quest to paddle across
the Tasman.
Their nine metre purpose built kayak was bumped by two sharks yesterday - one measuring
up to half the length of their craft, a member of their support team said.
"The boys had been in the water cleaning the hull of barnacles when all of sudden Justin
had just got back inside and they started getting nudged by sharks," Tom Mitchell said.
Their 2,200 km voyage began at Forster, on the NSW mid-north coast, on November 13.
They reached their halfway point in early December but went around in circles for two
weeks in attempts to dodge persistent headwinds and a whirlpool of ocean currents.
They are now 458 km from Auckland, but their support team estimates the men have paddled
an extra 1,000 km as a result of their unplanned detours.
The two are still scheduled to arrive in Auckland around January 7.

Residents and staff at a Brisbane nursing home have been the first to receive flu medicine
.. taken from the Queensland government's stockpile of anti-viral drugs.
The government's stocks of Tamiflu have been made available to nursing homes and community
pharmacies across the state.
Premier PETER BEATTIE says nursing home residents are the most vulnerable .. and at
increased risk of contracting the flu.
So far Queensland Health has provided 400 courses of anti-viral medication to nursing homes.
The state government established an anti-viral stockpile of more than 30-thousand courses
of Tamiflu last year .. at a cost of 990-thousand dollars.
The medicine had been put aside to deal with a potential bird flu epidemic.

BRISBANE, April 5 AAP - Doctors and the Queensland opposition say a move by the state
government to send public patients to private hospitals for elective surgery is a band-aid
solution to cut waiting lists.
Health Minister Stephen Robertson today announced the state government would throw
the surgery waiting lists open to tender, allowing around 10,000 Queensland public hospital
patients to have their operations sooner at a cost of $8.5 million.
The service, called Surgery Connect, will target elective surgery for procedures such
as hip and knee replacements, hysterectomies and corrective eye surgery.
"Queenslanders who have been identified as waiting too long for their elective surgery
will be offered to this brokerage service, who will then go around private hospitals to
see who is prepared to take that patient," Mr Robertson said.
Private sector doctors already perform elective surgery at the federal government's
Department of Veteran Affairs (DVA) rate of payment.
Mr Robertson said there was no reason why they should not do the same surgery on public
hospital patients for the same money.
But opposition health spokesman John-Paul Langbroek said it was not a permanent solution
to the long-standing problem.
"The fact is if the state government can afford to spend millions of dollars on beds
in private hospitals, with a little foresight they could have afforded the staff and resources
that would have prevented the waiting list blow-out in the first place," Mr Langbroek
said.
"This is not a problem that has appeared overnight."
He said today's announcement was timed to coincide with the release soon of Queensland
Health's quarterly report card on elective surgery waiting lists.
About 160 of the most urgent category one patients were waiting longer than 30 days,
while there were also between 3,000 and 3,300 rated as category two and around 6,000 to
6,600 in the least urgent category three.
Doctors have also given the government's plan the thumbs down.
AMA Queensland (AMAQ) president-elect Ross Cartmill said morale in the public hospital
system would suffer under the new system.
"We feel very strongly that it's the doctors working in the public sector who should
be doing any of the surgery," Dr Cartmill said.
"Secondly, we've made it very clear that they are training the trainees - the doctors
of tomorrow.
"If you want to undermine the morale of the public hospital system, that's the way to do it."
Expressions of interest for the public tender close on May 9.

SA: Firefighters continue to battle major blaze in SA
More than 170 firefighters will continue to battle a major bushfire in South Australia's
Riverland today .. more than a week after it was sparked by lightning.
Hot conditions in the area have raised fears the blaze could break through control lines.
The Country Fire Service says crews worked through the night .. backburning along most
of the southern and eastern sides of the fire.
Two planes have also been brought in to lay fire retardant .. and a water bomber from
New South Wales is based at Waikerie.
Police are on standby to close the Sturt Highway .. and a Metropolitan Fire Service
task force from Adelaide is ready to help protect local properties.
However .. lighter winds than forecast are expected in the area today.
So far the Riverland blaze has burnt more than 115 thousand hectares of scrub.
And its north-eastern flank has destroyed a section of a reserve .. the last known
habitat of the black eared miner bird.

BRISBANE, Dec 31 AAP - Claims that ambulances are not reaching life-threatening situations
fast enough are misleading, Emergency Services Minister Pat Purcell says.
Despite almost a third of Queensland Ambulance Service (QAS) callouts to code-one emergencies
failing to arrive within 10 minutes, Mr Purcell said response times in the state had consistently
improved over the past three years.
"Figures for this financial year to date show the QAS has responded to 69.49 per cent
of code-one cases in less than 10 minutes," he said.
"The QAS gets more Queenslanders to hospital faster and in a better medical condition
than ever before."
However, Liberal MP Michael Caltabiano said it was "shocking" that the remaining 30
per cent of patients waited for longer than 10 minutes.
He said the newer suburbs in the outskirts of Brisbane were worst affected.
"There has been absolutely no investment in ambulance infrastructure in the middle
and outer ring suburbs of Brisbane," he said.
"The government shouldn't be covering up these sort of response times.
"The community needs to be concerned, particularly those living in the middle and outer
suburbs of Brisbane that have bought a block of land and built a house in the last eight
years.
"If they haven't got an ambulance service in their district it's because this government
hasn't invested in ambulance services and they need to be concerned and they need to be
alarmed."
Mr Purcell said Mr Caltabiano's comments "were both misleading and irresponsible".
"If the Member for Chatsworth had bothered to look at the real and complete picture
he would have seen in our main regional towns QAS response times are well above the 68
per cent benchmark," he said.

SYDNEY, Dec 30 AAP - A man has been bashed and stabbed in the neck during a robbery in Sydney.
The 28-year-old man was walking to his home in Blackfriars Road, Chippendale shortly
before 5am (AEDT) when he was allegedly set upon by three men.

CANBERRA, Dec 24 AAP - More than 1,000 sugar farmers from Queensland can now apply
for drought assistance, federal Agriculture Minister Warren Truss said today.
Mr Truss said an area covering Mackay and the central coast had been granted an Exceptional
Circumstance declaration, enabling farmers to claim interest rate subsidies and welfare
payments.
It covers sugar producers in the Mackay, Sarina, Mirani, Whitsunday, Bowen, Nebo, Broadsound,
Fitzroy and Livingstone shires, and parts of the Belyando and Duaringa shires.
"The serious nature of the region's drought has necessitated additional business related
assistance," Mr Truss said in a statement.
The declaration covers dryland and partially irrigated sugar farmers.

IRELAND'S death notices are going hi-tech with the introduction of premium rate phone-in and Internet services.
A Dublin-based phone company called Death Notices, is to put death on the net by listing everyone who dies in the country on a website.
They are also planning to provide e-mail and telephone access to details of the deceased which up to now have only been available in newspapers.
The service is said to have been well received by the public, including the visually impaired who can now telephone to check the notices.
Mr Jim Fly, a spokesman for the service, describes it as "very worthwhile".
"There's death notices in newspapers and local radio stations, but there's no one place where you can get all of the deaths available in one location, until now," he said.
"Eighty-seven people die a day according to the Central Statistics Office, and we generally have about 95% of those deaths."
The service has advertised in various Irish-based magazines, and backers feel that their internet service is of particular interest.

Thus, the Board recommended that handlers be allowed up to $5,000 credit against their assessment obligation for the development and use of a web-site on the Internet for advertising and public relations purposes. PORK PROMOTION: This proposed rule would decrease by sixteen-hundredths of a cent per pound the amount of the assessment per pound due on imported pork and pork products to reflect a decrease in the 1998 five-market average price for domestic barrows and gilts. This proposed action would bring the equivalent market value of the live animals from which such imported pork and pork products were derived in line with the market values of domestic porcine animals. This decrease is consistent with the decrease in the annual average price of domestic barrows and gilts for calendar year 1998.
The average annual market price decreased from $51.30 per hundredweight in 1997 to $31.82 per hundredweight in 1998, a decrease of about 38%. Adjusting the assessments on imported pork and pork products would result in an estimated decrease in assessments of $888,000 over a 12-month period. Assessments collected for 1998 were $3,834,656.These proposed changes will facilitate the continued collection of assessments on imported porcine animals, pork, and pork products. MICHIGAN TART CHERRIES: This interim final rule revises the sampling techniques for whole and partial block diversions and increases the number of allowable partial block diversions under the Federal marketing order for tart cherries. These changes are intended to make the voluntary grower diversion program more flexible for grower participants. The order regulates the handling of tart cherries grown in the States of Michigan, New York, Pennsylvania, Oregon, Utah, Washington, and Wisconsin and is administered locally by the Cherry Industry Administrative Board. During the period 1993/94 through 1997/98, approximately 89% of the U.S. tart cherry crop, or 281.1 million pounds was processed annually. Of the 281.1 million pounds of tart cherries processed, 63% was frozen, 25% canned and 4% utilized for juice. The remaining 8% was dried or assembled into juice packs. In 1998, 37.7 million pounds of cherries were diverted in the orchard. Of that total, 16.3 million pounds were whole block diversions and 8.4 million were partial block diversions. ORGANIC CERTIFICATION: This rule from USDA establishes a voluntary, fee-for-service program, under the Agricultural Marketing Agreement Act of 1946, to verify that State and private organic certifying agencies comply with the appropriate requirements . This assessment program is established to enable organic certifying agencies to comply with European Union (EU) requirements beginning on June 30, 1999. It will verify that State and private organic certifying agencies are operating third-party certification systems in a consistent and reliable manner thereby, facilitating uninterrupted exports of U.S. organic agricultural commodities to the EU. This action also establishes fees for the services provided and announces that AMS has obtained, on an emergency basis, approval from the Office of Management and Budget (OMB) of the information collection requirements contained in this rule. Please note that this program does not provide for national standards governing the marketing of agricultural commodities or products as organically produced and therefore differs substantially from the proposed National Organic Program (NOP) under the Organic Foods Production Act of 1990. CANNED PINEAPPLE REVIEW: In response to requests by producers/exporters of canned pineapple and by a group of U.S. importers, the Department of Commerce is conducting an administrative review of the antidumping duty order on canned pineapple fruit from Thailand. Commerce has preliminarily determined that sales have been made below normal value. The influence of adult learners' self-directed learning readiness and network literacy on online learning effectiveness: a study of civil servants in Taiwan.(Report)
Introduction
With the relentless advance of Internet technologies, online learning has gained greater attention not only from schools and private organizations, but also from the public sectors. Governments around the world realize that maintaining a dynamic and effective workforce is of extreme importance in facing increasing levels of global competition; thus, ensuring that civil servants' skills and knowledge are continually updated and refreshed has become a serious and urgent issue (Bose, 2004). Online learning has become a favorite choice for providing training and development needs in government organizations because it provides a cost-effective and timely learning vehicle to meet the need of continuous education and training for the civil servants working at different locations (Combs, 2002; Shinkareva & Benson, 2006). Many developed countries have already established online learning portals specifically for training the large number of civil servants, such as the Virtual School at the United Kingdom's National School of Government, the United States' Federal Government's GoLearn, the Canadian School of Public Service's Campusdirect, and Singapore's Civil Service College's Open Academy. In Taiwan, the Civil Service Development Institute and Regional Civil Service Development Institute also launched online learning portals for civil servants at central and regional governments based on the framework of the National Science and Technology Program for e-Learning. All civil servants are required to take at least five hours of training courses through an online format each year (Taiwan Central Personnel Administration, 2007).
Online learning, in fact, is still in a relatively new domain of adult education practice, and its advanced and unique features require adult learners to have some preparations and skills beforehand. While a great volume of studies has focused on the technical aspects of online instruction, more pedagogical concerns should also be investigated. Factors such as adult learners' fluency and perception in using Information and Communication Technology (ICT), particularly in network literacy, and their Self-Directed Learning Readiness (SDLR) can be critical elements in determining the effectiveness of online learning (Hiemstra, 2006; Lema & Agrusa, 2009; Song & Hill, 2007). Merriam, Caffarella, and Baumgartner (2007) articulate that exploring how technology relates and affects selfdirected learning (SDL) can expand understanding of adult learning through SDL in formal and informal settings. With the increasing trend of utilizing online learning in public sectors, an investigation of the theoretical research of the variables that influence online learning effectiveness will enable government organizations to create more effective and efficient online learning programs to maximize the potential of their workforce.
Recent SDL studies (Hiemstra, 2006; Lowe & Holton, 2005; Lema & Agrusa, 2009; Song & Hill, 2007) on online learning context have focused primarily on the descriptions of influences and strategies with little support of empirical evidence. As more professions recognize the importance of human resource development and developing their practitioners to be lifelong learners, research and theories building on SDL are in need of fresh questions, especially the impact of online instruction (Merriam et al., 2007). The present study explored the SDLR and network literacy of civil servants in an online training program in Taiwan. In particular, it examined the predictive ability of SDLR and network literacy on online learning effectiveness.
Literature Review
Research and concerns of SDL have substantially increased in the field of adult education since the seminal work of Tough in 1971 (Merriam et al., 2007). The research works of Tough (1971, 1979) illustrated that most adults engage in some form of learning project in a year, and his continuous studies in SDL provide valuable suggestions for promoting SDL from institutions to group learning. The most popular definition of SDL was proposed by Knowles (1975) which describes SDL as "a process in which individual take the initiative, with or without the help of others, in diagnosing their learning needs, formulating learning goals, identifying human and material resources for learning, choosing and implementing appropriate learning strategies and evaluating learning outcomes" (p.18). The initial SDL research of Tough (1971) and Knowles (1975) viewed SDL as a linear and continuum model, and later studies added two new approaches, the interactive and instructional models (Brockett & Hiemstra, 1991; Garrison, 1997; Grow, 1991; Hammond & Collins, 1991; Spear, 1988) to discuss the different aspects of SDL as a process of learning. The other focus of SDL research, according to Merriam (2001), described self-direction as a personal attribute of learners. Song and Hill (2007) suggested that resource use, strategy use, and motivation are the three main characteristics of personal attributes in which learners take responsibility for their own self-directed learning. Research instruments aiming to assess SDL as a personal trait were developed and have been evaluated at many learning settings and linked to other variables, such as learning style, level of education, and life satisfaction (Merriam et al., 2007). Two popular Likert-type instruments for evaluating SDLR are Guglielmino's Self-Directed Learning Readiness Scale (SDLRS) and Oddi's Continuing Learning Inventory (OCLI) (Litzinger, Wise, & Lee, 2005). These two instruments, according to Merriam et al. (2007), have been popularly used to evaluate aspects of self-directedness as a personal trait. The present study adopted the approach of self-directedness as a personal attribute because civil servants, as adult learners, were psychologically ready to be self-directing at certain levels. Thus, SDLR can be measured by quantifying their attitudes, values, and abilities.
In addition, many studies (Bell, 2007; Nicol, 2007; Shinkareva & Benson, 2007) have attempted to discover the effect of online learning related to SDL in a school setting, and that of higher education in particular. Recent research (Hiemstra, 2006; Lema & Agrusa, 2009) recognized that the Internet is a valuable resource for meeting the needs of self-directed learners and adopting online training has brought great influence to the human resource development in organizations. Some of the most important skills for today's rapidly changing workforce are skills in using ICT and the ability of learning. Howland and Moore (2002) indicated that learners' ICT skills play an important role in helping them to learn independently. Also, learners who possessed high level experiences with online applications tended to engage more in SDL activities (Lema & Agrusa, 2009). Thus, the learners' computer skills and experiences, particularly in network literacy, are crucial for developing their SDL capability. McClure (1994) used the term "network literacy" to portray one's ability to identify, access, and use electronic information from the network. Knowledge and skills, according to McClure (1994), are the two major components that comprise network literacy for the general public. With the proliferation of the Internet, measurement of network literacy has shifted to focus on users' skills and knowledge of navigating the Internet and formulating search queries through online search engines (Ngulube, Shezi, & Leach, 2009). An earlier study on developing students' Internet literacy in an undergraduate engineering program confirmed that using the Internet as a learning tool requires sophisticated skills, knowledge and help from instructors (Blanchard & Carter, 1999). Another recent investigation conducted by Chen and Williams (2009) also discovered that college students with higher levels of technological competency, particularly in online learning environments, engaged and enjoyed more in learning online course modules. The same holds true for civil servants' engagement in online learning that sufficient knowledge and skills in the web-based learning environment may generate to affect overall quality of online training effectiveness.
Evaluation of online learning can be approached from different aspects, such as learners, instructors, courses, technology, design, and environment (Sun, Tsai, Finger, Chen, & Yeh, 2008). Because learners are the primary participants, many research studies have been conducted to investigate factors affecting the learning effectiveness of online learners (Chou and Liu, 2005; Piccolli, Ahmed, & Ives, 2001; Sun et al., 2008; Vogel, Davison, & Shroff, 2001). In particular, due to the difference between the online and traditional learning environments, Chou and Liu (2005) suggested that assessment of the use of technology and the shift of learners' control and responsibility are two critical factors from the learners' perspective. In their study, four dimensions, learning achievement, computer selfefficacy, satisfaction, and learning climate were investigated to compare students in the two different learning settings. One of the important findings, according to Chou and Liu (2005), was that online students tended to develop higher computer self-efficacy and skill than their counterparts. Another important aspect affecting online learning effectiveness related to learners' control is their participation (Cashion & Palmieri, 2002; Richardson & Newby, 2006), that is, higher participation rates in online discussion, reading, and interaction with colleagues and instructors can produce better learning results and greater satisfaction. Hence, encouraging learners to participate and dedicate more in online learning activities would facilitate them to build up more responsibility in planning their own learning pace and strategies, and increase their technological proficiency in the online learning process.
Design of the Study
Instrument Selection
This purpose of the study was to explore the relationship between SDLR, network literacy, and online learning effectiveness of civil servants in Taiwan. The SDLR, an internal state of psychological readiness to undertake SDL, contains complex attitudes, values, and abilities that create the likelihood that an individual is capable of SDL (Guglielmino, 1977, 1997). The most adopted survey instrument, the SDLRS, was developed and modified by Guglielmino (1977, 1997), and it has been widely used to assess quantitative aspects of SDL as a personal trait (Merriam et al., 2007). There are eight factors identified during the development of SDLRS. These factors are openness to learning opportunities, self-concept as an effective learner, initiative and independence in learning, informed acceptance of responsibility for one's own learning, a love to learn, creativity, future orientation, and the ability to use basic study and problem-solving skills (Candy, 1991). The prevalent use of SDLRS has shown stable reliability and validity. Thus, Guglielmino's SDLRS has been translated into several languages. In Taiwan, Teng (1995) first translated SDLRS into Chinese, and the translated version has been modified by some experts. Also, the number of questions was reduced from 58 to 55 and the original eight factors were decreased to six aspects (effective learning, love of learning, learning motivation, active learning, independent learning, and creative learning) based on the considerations for cultural differences (Chang, 2006).
The SDLRS has been utilized to measure different adult students' SDL attitudes in numerous studies. Also, some scholars have examined the relationship of SDLRS with other instruments, such as cross-cultural adaptability, learning style, and creativity (Merriam et al., 2007). In the study of technology learning settings, Chang (2006) employed the Chinese version's SDLRS to measure college students' competency-based web learning, and he discovered some correlations among the factors of SDLR and different stages of competency-based web learning. Mamary and Charles (2003) investigated the relationship of physicians' SDLR and different types of computer training tools, and their findings suggested that the development of interactive media and Internet programs can be beneficial to continuing medical education. Based on the research settings and online teaching faculty's suggestion, the instrument adopted in this study was the Chinese version of the SDLRS, and four factors were included to measure the degree of SDLR. The four dimensions were active learning, independence learning, love of learning, and creative learning.
In addition, a network literacy scale was developed based on the suggestion of McClure (1994) and characteristics of adult learners. Two dimensions, Internet skill and information evaluation, were used in this investigation. Users answered a set of questions on a self-reporting basis. Online learning effectiveness was also evaluated by a survey which contained four antecedents, 1) satisfaction, 2) participation, 3) learning achievement, and 4) self-efficacy in online courses, from the learners' perception. The network literacy and online learning effectiveness scales were modified from the exiting instruments developed by Lin (2002) and Liang (2002). In order to ensure the content validity of the two scales, 10 university professors were invited to review the questions. Because the modified scales' questions were carefully organized and designed to meet the needs of the research purpose and target population, a few revisions in the wording of some items were made based on the panel's suggestions.
A pilot study was administered to test the reliability of the survey instrument, and 82 participants from the Nantou County government were invited to complete a preliminary form of the questionnaire. The instrument contained 50 Likert-type items of a 5-point rating scale corresponding to 4 dimensions of SDLR, 2 dimensions of network literacy, and 4 dimensions of online learning effectiveness. Table 1 lists the internal reliability of the 10 factors aspects, where Cronbach's Alpha lies between 0.71 and 0.92 of which all reached the acceptance threshold of 0.7 recommended by Vogt (2001).
Participants and Setting
A total of 283 regional civil servants voluntarily participated in this study, and they all enrolled in an online training program provided by the Regional Civil Service Development Institute located in Nantou County, Taiwan. The training program consisted of 180 courses, and most of the courses' formats were either computer simulations or video-enhanced PowerPoint presentations. Learners who completed a course can get 1 or 2 credit-hours depending on the length of course materials, and each participant was asked to finish at least 5 credits. At the time of the study, the Regional Civil Service Development Institute's e-learning portal offered courses at three categories-leadership, on-job training, and professional development, and the e-learning platform also contained sections of threaded discussion, course modules, and assessment.
One hundred thirty-eight participants were female (48.8%), and 145 respondents were male (51.2%); 30% were 30 years old or younger, 25.1% were between 31-40, 34.5% were between 41-50, 10.6% were 51 or older. Exactly 79.9% (N = 226) of participants were college graduates, 14.1% (N = 40) of participants hold master (or above) degrees, and only 6.0 % (N = 14) of respondents had a high school diploma or lower. All participants had a varied background knowledge of computers and were from different regional government organizations, including the office of commerce, fire/police department, public libraries, tax bureaus, and others.
Findings
Descriptive Analyses of Variables
The participants were asked to rate each survey question from 1 to 5 (1 = Extremely unlikely; 2 = Quite unlikely; 3 = Slightly likely; 4 = Quite Likely; and 5 = Extremely likely). The mean and standard deviation scores of each variable are displayed in Table 2. The love of learning (M = 4.03, SD = 0.57) was rated highest in the SDLRS. Internet skill received a better score (M = 4.00, SD = 0.63) than information evaluation (M = 3.76, SD = 0.67) in the network literacy scale. The analyses' outcome also revealed that civil servants' self-efficacy (M = 3.99, SD = 0.66) in online courses was favorable on the online learning effectiveness scale.
Age Differences on the SDLR and Network Literacy Scales
One-way analysis of variance (ANOVA) tests were conducted on the total scores and sub-scores of the SDLR and network literacy scales. A significant effect of age difference was found for love of learning scores, F (3, 279) = 2.66, p <0.05. Post hoc comparisons (using Scheffe) revealed no significant differences among the four age groups. However, civil servants who were older tended to have better self-perceptions toward learning by spending more time and dedicating to the learning contents and activities according to their responses to the questions of love of learning dimension. The mean scores and standard deviations of these four age groups on the love of learning dimension are: 30 years old or younger (M= 3.87, SD =0.59), 31-40 (M = 4.04, SD = 0.54), 41-50 (M = 4.10, SD= 0.54), 51 or older (M = 4.12, SD = 0.65). There were no significant effects in civil servants' network literacy total and sub-scores among the four age groups.
Linear Regression Models
Related literature (Hiemstra, 2006; Lema & Agrusa, 2009) suggests that adult learner' SDLR and Internet competencies play significant roles in determining their online learning experiences. One of the research interests in the study was to understand the relationship between civil servants' SDLR, network literacy, and online learning effectiveness and furthermore to identify how well the civil servants' SDLR and network literacy could predict their online learning success. A linear regression analysis was performed on online learning effectiveness calculated by SDLR and network literacy of civil servants. Two multiple regression equations were examined to determine how well the participants' SDLR and network literacy could predict the dependent variable: online learning effectiveness. The relationship between the four subscales of SDLR and the total score of online learning effectiveness was investigated using the Pearson product-moment correlation coefficient (Table 3). Results of the correlation analyses of two subscales of network literacy and online learning effectiveness score are presented in Table 4.
The total scores of online learning effectiveness were first regressed on the linear combination of variables of SDLR. Assumptions related regression including normality, homoscedasticity, and linearity were tested, and no violation was found. Homoscedasticity (homogeneity of variance) refers to equal variances in the dependent variable, online learning effectiveness, for the independent variables, dimensions of SDLR and network literacy. The linear combination of the independent variables of SDLR significantly predicts (F = 32.13, p <0.001) online learning effectiveness of civil servants. Three variables-active learning, love of learning, and independent learning, tend to be associated with online learning effectiveness scores. Approximately 32% of the variance in the online learning effectiveness scores was accounted for by the three predictors. The prediction equation for the standardized variables is as follows:
Online learning effectiveness = .27 active learning--.01 creative learning + .20 love of learning+ 0.19 independent learning
Stepwise regression revealed that active learning was the strongest factor influencing respondents' online learning effectiveness (F = 98.20, p < .001), which accounted for 26% of the variance of the total score of the dependent variable. The combination factors of active learning and independent learning accounted for 29% of the variance in the dependent variable (significant atp <.001). The third model, which added love of learning to active learning and independent learning, accounted for 31% of the variance (significant atp <.001).
To obtain insight into the predictive ability of civil servants' network literacy measures on their online learning effectiveness scores, a multiple regression analysis was also conducted. The result of the regression examination showed a significant statistic. The two variables of network literacy significantly predicted online learning effectiveness scores (F = 61.25, p < .001) which explained 30% of the variance of the dependent variable. The predicted standardized regression equation can be written as follows:
Online learning effectiveness = .20 Internet skill + .39 information evaluation
Stepwise regression results showed that the information evaluation was the primary factor significantly predicting participants' online learning effectiveness scores (F = 112.96, p < .001). This model accounted for 28% of the variance in the significance of the dependent variable. The second predictor, Internet skill, explained a further 2% variance in the total score (significant at p <.001).
Discussion
This study found that civil servants' SDLR was positive which signified that civil servants valued the importance of being self-directed learners in online learning environments. One of the reasons that can explain this finding is that since February 2007 taking online training courses has become a requirement for all civil servants in Taiwan; thus, most civil servants might be aware of this new policy and were prepared for this change, and most of them already had the opportunity to participate in SDL using online formats. Another explanation, according to the descriptions of SDL theory (Knowles, 1975), is that adults are capable of self-directing their own learning when they identify their needs and then take action to achieve their learning goals. Civil servants, in this study, presented good SDLR scores which coincide with SDL theory. Moreover, a recent study (Nazim, 2008) suggested that self-instruction was the best method of learning Internet usage for adult students. It further implies that adult learners' SDL ability might help them to get acquainted with new learning tools during the learning process. Among the four variables of SDLR, love of learning received the highest score, demonstrating that civil servants enjoyed learning new knowledge and the learning content might be useful for their work.
The results of the participants' network literacy scores were also encouraging. Most civil servants were confident about their Internet skills, and confident of being able to tap into vast resources on the course web. This result corroborates the findings of a similar study (Hiemstra, 2006) indicating that the Internet has become an essential learning tool and indispensable information source for enhancing the lives of adults who use it. In addition, the analyses of respondents' online learning effectiveness scores revealed an important fact that learners' participation was still a critical issue in online learning. Although learning online enable adult learners to access education and training more easily and flexibly than traditional classrooms, interactions between learners were still low. Two survey questions obtained relatively low scores with regard to learners' participation. The mean and standard deviation of the question "I often express my thoughts on the discussion board" were 2.72 and 0.91, respectively, and the other question "I often reply to others' postings on the discussion board"" had a mean and standard deviation of 2.82 and 0.88, respectively. A partial explanation for this may lie in the fact that participating on the discussion board was not required by the online course in this study. This result may also be explained by considering the participants' expectations when they began to engage in online learning. In Conrad's (2002) study, she found that adult learners tended to ignore the messages posting on the discussion board in the beginning of online learning class if instructors did not appropriately respond and conduct discussions.
This study also examined civil servants' age differences on SDLR and network literacy scores and found that older learners showed more positive enjoyment toward learning than younger learners. This might be due to older civil servants' who had more working experiences and had encountered more job-related challenges that might enable them to undertake SDL in order to solve problems. A workplace learning study conducted by Straka (2000) found that experienced work conditions affected employees' interest to control their self-learning pace. Another qualitative study noted that older adults' educational pursuits were motivated by the unique issues of their life, such as time and family (Roberson & Merriam, 2005). Most adults dedicate significant amount of time in their work, so mature and experienced workers might develop optimistic SDL attitudes. The above arguments imply that working environments are capable of triggering civil servants' collective natures of SDL when they accumulate years of working experiences. Therefore, a key task for HRD practitioners at public sectors is to provide an SDL supportive environment for employees.
The results of regression analysis which examined SDLR factors as predictors of participants' online learning effectiveness scores revealed that three elements- active learning, love of learning, and independent learning- were significantly related to the dependent variable. This finding is in accordance with the results of a previous study (Lee, Hong, & Ling, 2002) which discovered that certain aspects of SDL attributes were related to learners' attitudes and achievements in online learning. The component of active learning was the strongest predictor in the regression model, indicating that active learning contributed most to the total score of civil servants' online learning effectiveness. This finding implies that adult learners who can make appropriate arrangements of their own learning schedules and choose learning materials and activities they like on online training courses can generate better learning outcomes. It further suggests that adult educators or training coordinators can work more on the issue, which is, providing guidance, such as time management skills and offering relevant course content to meet the learners' needs. In a related SDL study conducted by Lema and Agrusa (2009), they recommended that providing learning opportunities that have immediate impact on learners may increase their learning motivation in active learning. On the other hand, the results of the predictive model of network literacy and online learning effectiveness scores showed that learners' information evaluation skills were a vital part in determining their online learning success. According to Rager (2003), the ability to critically evaluate Internet resources should be an area of concern to adults interested in SDL. Thus, adult education practitioners can and should play a role in focusing on the need to critically evaluate Internet information and in helping adult learners develop the ability to do so (Rager, 2003).
Another important finding based on the regression analyses was that the ability of adult learners' SDLR was more important than their network literacy affecting the outcome of online learning effectiveness. This result suggests that, in addition to helping learners' acquire technical skills utilized in online courses or programs, adult educators or training coordinators should note the great influence of SDL in facilitating adult learners to develop positive online learning experiences. Furthermore, Shinkareva and Benson (2006) explained in their research on adult students' SDL and instructional technology competency that adult students who already possessed a relatively high level of SDL ability also performed better in learning ICT. In light of this information, online learning and training designs should be focused on developing learners' SDL abilities to a great extent, and help from instructors, such as diagnosing learners' learning needs and designating key tasks toward achieving learning goals, would be highly needed (Timmins, 2008).
Conclusions
This study investigated the current state and relationships of SDLR, network literacy, and the online learning effectiveness of civil servants participating in an online learning program in Taiwan. The resultant findings revealed that civil servants' SDLR and network literacy were positive. However, civil servants' participations in online learning, particularly in discussions, were unfavorable. Older civil servants tended to have more positive self-perception in SDLR, love of learning in particular, than younger employees. Additionally, based on the regression analyses, it suggested that civil servants' SDLR was critical in determining their online learning success. The present study enhanced the previous SDL studies and understandings by providing a full examination of empirical data in an online learning context.
The key contribution of this study is that it is the first attempt to explore civil servants' SDLR and network literacy towards online training programs in Taiwan. As more government organizations around the world gradually adopt online training for their employees, more online learning courses will be developed as well. This study could help human resource development professionals with the issues involving organizing online training and paying careful attention to provide the best conditions that promote SDL for the trainees. Future research should continue to focus on the impact of SDL in various online learning settings and different groups for the purpose of expanding our understandings of adult learning through SDL in using technology-enabled media.
